Nordic-Baltic mobility programme for public administration

COUNTRIES: Finland, Sweden, Denmark, Norway, Iceland, Estonia, Latvia, Lithuania; autonomous territories – Åland, the Faroe Islands, Greenland

For whom?

  • civil servants and other staff in the public sector
  • all administrative levels (state, county, region, local government, associations of local governments)
  • individual applicants as well as groups (2-8 persons) and networks

For what?

  • study visits (3-10 working days in one country)
  • internships (up to 20 working days in one country)

Essential requirements (NB! Read the guidelines):

  • Nordic-Baltic mobility to at least two countries: Nordic applicants should visit partners in min. two Baltic countries, and Baltic applicants should visit partners in min. two Nordic countries
  • network mobility to one country for at least three parties: Nordic applicants should invite partners from min. two Baltic countries, and Baltic applicants should invite partners from min. two Nordic countries to the network events
  • confirmation letters from superior, host institutions and on co-financing (at least 40% of the total budget)
  • the programme covers up to 60% of the budget
  • eligible costs: travel (incl. insurance), accommodation, per diem
  • non-eligible costs: conference fees, costs related to regular NB8 meetings, room and equipment rental, translation, in-kind costs, etc.
  • In the complicated global pandemic situation it has been decided that activities of projects funded by the Nordic-Baltic Mobility Programme for Public Administration may be fulfilled also as online meetings.

Frequently asked questions – public administration

Each project must involve partners from at least three countries (one Nordic country (applicant) + two Baltic countries or one Baltic country (applicant) + two Nordic countries).

The length of short-term study visits is between three and ten days; longer placements or training can last up to 20 days.

The applicant needs to cover at least 40% of the total budget costs which are eligible to be subsidised.

The programme primarily covers costs related to travel (including insurance), accommodation and daily allowances.

The programme does not cover, e.g. salary, printing and translation costs.

Applicants must use the support allocated to them within a year of being informed of the approval of their application. Activities divided into several parts must be carried out within six months as part of a single project.
